On-line Course Management/Instructional Technology Specialist

Position Summary
Nicolet Area Technical College (NATC) is seeking an On-line Course Management/Instructional Technology Specialist with an emphasis on Blackboard front and back end system administration, AV and web site support, as well as learning content development. This is a full-time position working Monday through Thursday afternoon and evening and Friday, with flexibility of scheduling to include evening and weekend work as needed.
Schedule
Mondays - Thursdays 1:00pm - 9:30pm; Fridays 7:30am - 4:00pm.
Occasional weekend work and participation in the weekend help desk coverage schedule rotation.
Under the direction of the Dean of Instruction this position is a member of the Instructional Design & Delivery (ID&D) Department which includes the Online Delivery System/AV Coordinator, Instructional Designer/Faculty Development Coordinator, Audio Visual and On-line Course Management Technician, part-time faculty instructional designers, and support staff. The ID&D Department:
• Supports video, ITV and online delivery systems
• Assists with all media and instructional resource needs
• Assists with curriculum development
• Assists in learning content development
• Delivers training or workshops for faculty and students
Duties and Responsibilities
The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned.
- Online Learning (Blackboard):
- Provides back-end Blackboard (Bb) administration (i.e., manage local files and SQL databases, server maintenance and upgrades, and work closely with Behind Blackboard support).
- Assists in providing front-end Blackboard Administration and user support (i.e., creating courses, enrolling students, answering Blackboard help desk questions, and course archiving).
- Assists students through online orientations.
- Develops and maintains an instructional FAQ database.
- Maintains Blackboard web pages.
- Supports the work of the Blackboard Users Group.
Audio Visual (AV) Support
- Provides technical support for interactive television (ITV) and video conferencing.
- Facilitates ITV classes.
- Provides technical support for AV equipment in classrooms.
- Sets up AV equipment as needed.
- Fabricates, modifies, maintains and installs audio and video cables.
- Reads, interprets, and creates wiring schematics.
- Maintains equipment inventory.
- Supports Teaching Innovation Center lab users.
- Provides video and audio production support.
- Assists in supporting special events that use AV technology.
- Assists in instructional technology related projects and initiatives.
- Repairs AV equipment.
Instructional Technology
- Assists the ID&D Team in providing a wide range of instructional support services to the college campuses.
- Assists faculty in utilizing instructional technology to enhance classroom presentations, Internet-based instructional activities, online courses, and other alternative delivery systems.
- Assists in designing and creating learning objects and multimedia products.
- Designs and produces computer-generated artwork, used for completion of presentation graphics and printed materials.
- Maintains the networking infrastructure and documentation for the Teaching Innovation Center.
- Maintains instructional servers (i.e. multimedia and Blackboard).
- Maintains instructional websites.
- Maintains and streamlines the process for streaming video content.
- Provides support for Teaching Innovation Center activities.
- Investigates, learns and implements new technologies such a streaming media, RSS, weblogs, wikis, virtual learning environments, and social networking software.
Web Support
- Troubleshoots web site code and template issues related to the college web site.
- Assists with web site issues related to branding and content.
- Assists in supporting applications services such as Ask Nicolet and Online Chat.
- Develops graphics for web page layout and design and the digitization of analog media for editing and transfer to a digital medium.
Miscellaneous
- Maintains a close working relationship with the Computer Information Technology (CIT) and Library Departments.
- Attends and participates in professional group meetings, seminars, trade shows, vendor demonstrations and training sessions to stay current with new trends and innovations.
- Adapts and implements new technology.
- Other duties as assigned.
Work Direction Received
Day to day work direction will come from the Online Learning Coordinator.
Decision Making Responsibilities
Makes independent decisions concerning the maintenance of the instructional servers and Blackboard administration. Works with the ID&D Team related to budget allocations and general instructional support projects.
Interaction
There is significant interaction with the college community and college partners at outreach centers, hardware and software vendors, and technical support personnel.
Competencies(Knowledge, Skills and Abilities)
Knowledge of:
- Online course management and communication tools.
- Installation, testing and evaluating software upgrades, diagnosis, troubleshooting, and repair and upkeep of course management systems.
- HTML and web authoring tools.
- Java scripting or Flash.
- Current computer operating systems.
- Cabling concepts and techniques.
Ability to:
- Utilize development tools such as Flash and Dreamweaver, intermediate to advanced experience.
- Utilize learning management systems and synchronous tools such as Adobe Connect, intermediate to advanced experience.
- Operate, load, and test software patches; diagnose, troubleshoot, and perform repairs on the course management system.
- Manage computer networks and equipment.
- Troubleshoot problems efficiently and effectively.
- Communicate clearly and concisely, both orally and in writing.
- Work in a team and establish collegial relationships with faculty and staff.
- Manage projects.
- Work successfully with college faculty, administrators, staff, and students.
- Interact positively with tribal communities and other outreach center partners.
- Work with and exhibit sensitivity to and understanding of the diverse racial, ethnic, disabled, sexual preference, and cultural populations of community college students.
Training and Experience
Associate or Bachelors degree in Computer Information System/Information Technology or related field. SQL knowledge and experience is essential. At least two years server administration experience required. Familiar with emerging technologies related to online/hybrid web enhanced learning. Must possess good communication skills.
Knowledge, experience and skills in the following areas are desired: JavaScripting, multi-media equipment installation and support, basic web design and development, and online learning.
Training in Flash and ASP will be provided if knowledge and skills in these areas is lacking.
In evaluating candidates for this position, Nicolet may consider a combination of education, training, and experience which provides the necessary knowledge, skills and abilities to perform the duties of the position. Normally, education may be substituted for experience, or experience substituted for education, on a year for year basis.

Salary
Market rated. $23.93/hr during 6-month probationary period, then $28.15/hr. Included in the NATC Support Personnel Unit.
